Description: This specific contract notice is part of the ongoing Dynamic Purchasing System (DPS) 22-SAD-S002-GO "Green Overseas Expertise Network". Operators are invited to integrate the DPS in order to bid when the call for tender is published on the French procurement platform "PLACE". Once registered in the DPS, operators will be able to access the full tender documents and any potential updates as they become available. The submission deadline is the 07 February 2025.

Titre: Supporting Greenland in implementing the Paris Agreement

Description: The overall objective of the action is to empower Greenland's government to effectively pursue all implementation aspects of the Paris Agreement in a broad societal/national context. The action aims to provide knowledge, technical and legal assistance in the business engagement track of the development of the climate strategy, as key stakeholders engaged in the Greenlandic climate partnerships. This will feed directly into the Greenland's government process of developing their Climate Strategy for implementation of the Paris Agreement. The action plays a crucial role on national ratification of the Paris Agreement and development of a national Climate Strategy and a future Nationally Determined Contribution (NDC), as well as identifying the potential for access to climate finance under the UNFCCC The specific objective of this action is to provide assistance to the Greenlandic climate partnerships in the process of developing and implementing a national Climate Strategy and support on developing a Nationally Determined Contribution (NDC). The outputs are expected to be: 1. Climate partnership workshops: The service provider shall organize and facilitate three plenary workshops with the businesses engaged in the five climate partnerships: - a startup Workshop (WS1) with the Minister for Agriculture, Self-Sufficiency, Energy and Environment of Greenland and all businesses, with a duration of two days of workshops; - a midway Workshop (WS2) for all businesses, where they are gathered in Nuuk for a one- or two-day workshop; - a final Workshop (WS3), where the five climate partnerships present and deliver their results to the Minister for Agriculture, Self-Sufficiency, Energy and Environment of Greenland. 2. Facilitating work of climate partnerships: Between the above listed workshops the service provider shall assist each sector climate partnership in developing their report through technical assistance and individual conference calls or meetings. The service provider will facilitate the work of the climate partnerships and play a crucial role in supporting them in the development of emission initiatives. The service providers will assist and consult with the businesses in the five climate partnerships, providing them with technical assistance on climate reduction measures, including statistical analyses of sectors and reduction projections related to specific measures in each sector. The service providers will deliver five separate reports for each climate partnership: 1. Energy and conversion sector. 2. Industry and production. 3. Transport. 4. Trade, service and households. 5. Construction. 3. Overall implementation recommendations for reduction measures: a consolidated report covering technical and societal implementation aspects (mandatory and optional) of reduction measures developed by the climate partnerships, inclusive of a draft action plan and a draft timeline for implementing these measures. The overall implementation recommendations report shall identify and recommend mechanisms for engaging societal stakeholders in implementation of Greenland's future carbon emission reduction commitments under the Paris Agreement.

Informations complémentaires: The service provider shall provide a team of experts with the required skills and experience to successfully conduct the assignment. The number, roles and profiles of the experts shall be detailed by the service provider in its technical proposal. CVs of team members shall be included in the bid. It is recommended for the team of experts to include the following expertise: 1. Overall Project Manager et lead facilitator (e.g. a single Team Leader is mandatory) 2. Data analyst (i.e. decarbonisation projections expert) 3. Financial analyst 4. Socio-economic expert Full proficiency in Greenlandic is required for part of the team, as well as knowledge of Greenland.
